In order to effectively promote regional innovation,*1 it is necessary to establish a total innovation system that combine currently-implemented individual measures such as industry-academic collaboration programs and start-up support operations. In this paper, we identified the unique features of the Japanese regional innovation and propose effective implementation methods for such innovation in order to discover clues to a successful innovation system, by studying advanced overseas cases, namely good practices, and comparing them with domestic cases. In addition, we analyze relevant information in and outside of Japan, in order to comprehensively grasp theories and applications of regional innovation promotion measures.
In this paper, we comprehensively survey and analyze the formation/growth conditions for successful overseas regional innovation, from a wide range of perspectives, including science and technology policies that focus on the proximity to universities and other institutions as well as social and cultural points of view. A major feature of our approach is to concentrate on phase transformations, which we assume to take growth phases as in the charts below. We have also established the Regional Innovation Review Committee, which is comprised of external experts and is mandated to provide us with evaluations and advices, so as to advance this study.
