Overview of Research Activities

This research views the various elements related to the production of knowledge through research and development and technological innovation as national systems. Its purpose is to clarify the direction of current and future science and technology policy through empirical analysis and theoretical conceptualization of structural changes.

In particular, the government agency reforms advancing under the Science and Technology Basic Plan, the structural changes in university R&D activities, and the development of industry-university cooperation are not viewed as discrete phenomena, but as part of a reorganization process (a process of division and reintegration) of the knowledge production system, and data are analyzed accordingly. In addition, changes in the modes of production of knowledge, such as the networkization of knowledge production and the increasing importance of expertise, are also subjects of enquiry. Furthermore, we also analyzes related science and technology policies and examines world trends in S&T policy, such as the emphasis on strategy, the expansion of policy subjects and boundaries, and the diversification of policy tools, from theoretical and empirical perspectives.

In 1991, the number of papers published by public research institutions (central and local government) was less than the number published by private-sector corporations, but in 2001 it was greater. Furthermore, the number of papers with authors from more than one sector is also increasing. In 2001, more than half the papers published by public research institutes or private-sector corporations had joint authors from the university sector.
